Jayne Miller brings over 25 years of experience leading and managing parks and recreation agencies along with dedicated work addressing diversity, equity, inclusion, and access over the past 12 years. Jayne is internationally recognized as a leader developing data driven equitable investment strategies for park systems, extensive community engagement practices, and providing innovation and outcomes that matter for communities and organizations.
Since starting her consulting practice in 2020 Jayne has provided her expertise on initiatives led by PlayCore and Toro as well as providing equity consultation services to park and recreation agencies across the U.S.
From February 2018 – October 2020, Jayne served as President and CEO of the Pittsburgh Parks Conservancy (PPC). Work during Jayne’s tenure included raising over $22M for Pittsburgh parks; leading the Restoring Pittsburgh Parks Initiative, development of The Parks Plan; and the successful parks referendum dedicating an additional $10M a year to Pittsburgh Parks. Prior to her time in Pittsburgh, Jayne served as Superintendent of the Minneapolis Park & Recreation Board (MPRB) for 7.5 years. During Jayne’s tenure, MPRB was recognized by the TPL as the #1 Park System 2013-2018 and a National Gold Medal Award Finalist 2016-2018. She successfully led the organization’s efforts in equitable investment strategies and Racial Equity Action Plan, the 20-Year Neighborhood Park Plan, and securing $11M annually for 20 years.
Under Jayne’s leadership the PPC and MPRB were recognized for their work on social equity. The PPC was the recipient of NRPA’s 2020 Innovation in Social Equity Award and the PRPS 2020 Award of Excellence for the Restoring Pittsburgh Parks Initiative. The MPRB received the MRPA 2017 Award of Excellence for the 20-Year Neighborhood Park Plan.
Jayne serves as Chair of World Urban Parks, Chair of the CAPRA Commission, and is a Fellow with AAPRA and Salzburg Global Seminar
