Troy Houtman is the Director of Parks and Recreation for the City of Wichita and provides services to over 400,000 wonderful citizens with outstanding parks and high caliber recreation programs. Troy earned a Bachelor’s degree in Business Accounting from the University of Northern Colorado and completed his Master’s degree in Public Administration from Texas State University. He is also certified as a Certified Public Manager from the State of Texas and is certified as a P&R Executive from NRPA. Troy has served on several committees including splash pad training certification with the NRPA, CPRP curriculum committee with the NRPA, and several state committees in Kansas and Texas.
Troy has been involved with the Commission for Accreditation of Park and Recreation Agencies (CAPRA) as a board member, a visitor, and mentor assisting agencies earn accreditation. He also has led the City of Wichita P&R department reach accreditation in 2015, as well as assisted in City of Austin’s accreditation in 2008 and 2013. A seasoned speaker he has presented on topics of accreditation and many other topics at several state conferences, NRPA conference and other organizations. He has taught and facilitated many training classes and educational sessions to include college level courses. Troy also serves on several local boards and community groups developing support and vision for his community.
Troy is an avid supporter of health and wellness endeavors in the community and mentoring young professionals in all areas of public management. Troy is known for partnerships he has developed in the community and as a leader making positive change for Wichita’s future. Prior to his career in Parks and Recreation, Troy served in the US Army and Army National Guard. When Troy is not working, you can find him riding his horse, playing basketball or supporting his events around Wichita.
